Maintenance/Damages/Furnishings

Card Access/Bedroom Code

A residential student’s Lightning Card will allow access into the assigned residence hall, hallway, and apartment. In order to gain access to a student’s bedroom, a resident is given a code to the assigned bedroom upon arrival on campus, except for residents of Franta Hall. Resident students must present a Lightning Card in order to receive the bedroom code. The bedroom code will only operate the student’s assigned bedroom.

Lightning Cards and Bedroom Codes are not to be shared with anyone. The cards/codes should remain in the possession of the person to whom they were issued at all times. If someone else is found using the card/code, the person using the card/code and the student to whom the card/code is assigned will both be referred to Community Standards for disciplinary action. Violations may result in a fine and/or a loss of housing.

Winter Break Card Access

The student’s card access will be suspended until the start of the Spring Semester.

Summer Session Card Access

The student’s card access will be terminated on the date the student moves out based on the move-out procedures.

 

Maintenance Requests

Maintenance requests are completed on a priority basis. Students can submit maintenance requests electronically at any time. Maintenance Requests can be submitted through Campus Web by following the steps listed below:

  1. Log onto Campus Web using the student’s GBC username and password
  2. Click on the Campus Life Tab
  3. Select the Office of Residence Life from the list on the left-hand side of the screen.
  4. Select the Maintenance Request Form link and submit the request.

If a maintenance emergency should occur outside of business hours, contact the Resident Assistant On-Duty or Campus Security (302-547-0988). Painting and repairs by residents are not permitted.

Room Condition

Residents are responsible for all damages caused by themselves or their guests and will be charged accordingly. Room Condition Reports (RCRs) are forms that are used to assess the physical condition of the apartments and rooms on campus. The Office of Residence Life will inspect rooms prior to move-in and following move-out.

Prior to Fall Move-In:

Prior to Fall Move-In, the Office of Residence Life will inspect all residence hall rooms and complete a Room Condition Report. Two copies of this form will be left in each room for residents on move-in day. Within 48 hours after move-in, residents can make additional comments regarding the condition of the room on the correction copy and submit the correction copy to the Office of Residence Life. After 48 hours, residents cannot add additional comments regarding the condition of their apartment or room.

After Spring Move-Out:

All residents will be billed equally for damages and extraordinary cleaning after final assessment. Office of Residence Life will complete a final Room Condition Report and any damages not initially recorded will be charged in equal proportions to the residents in the shared space. If the Office of Residence Life can determine who is responsible for the damage, the Office of Residence Life will bill that student directly.

Damage/Vandalism

All residents are held financially responsible for any damages to an apartment, including that done by guests. If one resident accepts responsibility and disciplinary action, the others may be relieved of their responsibility. Damage caused by a student or students as an act of vandalism or as a prank will not be tolerated. The student(s) involved may be asked to leave the residence halls. If the individual(s) is not connected with the institution, the individual will be banned from the residence halls and may be arrested and charged in accordance with the law, and the host will be charged since guest behavior is the responsibility of the sponsor. Students removed from the residence halls will be responsible for full payment of the residence halls charge. A price sheet listing items that the Office of Residence Life commonly bills for throughout the year is available in the Student Affairs Office.

The College is not liable for the loss of or damage to the personal possessions of residents. Students bear full responsibility for protecting electronic devices which might be affected by electrical surges, outages, etc. Students are urged to purchase their own insurance to cover such losses. The Office of Residence Life works with a company who offers insurance specifically for college students. Information can be found at the Residence Life office or by contacting NSSI at 1-800-256- 6774 (National Student Services Inc.) Since family homeowner’s insurance policies sometimes provide coverage for the personal property of a family member away at school, students are also encouraged to check with their family’s insurance agent regarding policy coverage.

Health and Safety Inspections

Residents are responsible for maintaining a clean, livable apartment and leaving it as such when they depart. Residents unable or unwilling to clean their apartments regularly will be charged for professional cleaning services and may be removed from the residence halls. Health and Safety inspections are done by Residence Life team members regardless of whether the residents are present. If an area fails inspection, residents are required to make corrections within 24 hours. Apartments that fail more than two (2) times per semester will result in disciplinary action and may result in more frequent inspections. Continued non-compliance will result in increasing fines, charges for professional cleaning, and/or loss of housing privileges.

Students will be notified via monthly floor meetings before regularly scheduled Health & Safety Inspections. The Office of Residence Life reserves the right to complete a Health & Safety Inspection with no notice if there are concerns about the cleanliness and safety of a space.

Furniture

Furniture is not to be moved from one apartment to another. Furniture, with the exception of beds, may be rearranged within the apartment. HOWEVER, FURNITURE IS NOT TO BE DISASSEMBLED FOR ANY REASON, AND APARTMENTS ARE EXPECTED TO BE LEFT IN THE SAME CONDITION AS WAS FOUND ON MOVE-IN DAY. If there is a vacancy in an apartment, the dresser, desk and bed must be left unused and ready in case another student moves into the apartment. Any student found to have disassembled furniture will face disciplinary action, including fines.

Students are permitted to bring in a limited amount of “outside” newly purchased furniture that is not already provided by the College. The list below indicates what is permitted and prohibited in the residence halls.

Please be advised that the College reserves the right to prohibit any piece of furniture due to its condition or to direct removal of furniture if the apartment becomes cluttered, inhibits safe movement or presents a fire hazard.

Rugs/Carpet

The Office of Residence Life does permit newly purchased carpets/rugs in the residence halls that are 5X7 in size or smaller and can be easily removed. Students are not permitted to have welcome mats outside their apartments in a common area.

Trash

Student trash cans cannot exceed 13 gallons in size and should be lined at all times. All trash must be taken to the dumpsters DAILY, which are located behind each Residence Hall. If any trash is found in the laundry rooms or in any other undesignated area, individuals in the responsible room will receive disciplinary action. STUDENTS WHO PLACE TRASH ON BALCONIES MAY BE REASSIGNED IF THE VIOLATION IS REPEATED. Littering in the hallways or on College grounds will not be tolerated. Trash or other debris may not be placed on balconies, patios, or in hallways.

Screens/Windows

Removal or vandalizing of any window screen in an apartment or in the public areas is strictly prohibited. Residents in apartments that have screens removed from the windows will be charged for repair and receive disciplinary action. Windows are for emergency exit only. Students are not permitted to use windows in apartments or common areas as means of entering or exiting apartments/buildings.

Balcony Decorations

Displays on the balconies (flags, signs, banners, etc.) are not permitted without advance permission from the Dean of Students. In particular, extension cords are not permitted to create exterior lighting nor are barbeque grills (gas or charcoal), propane tanks, lighter fluid, charcoal or any flammable paraphernalia. The only items that should be on the balconies at any time are the outdoor chairs and table provided by the Office of Residence Life. Students who place trash on balconies may be reassigned if the violation is repeated.
